What changes affect JRS accounting processes as a result of 2009 legislation?
The Judicial Receipting System (JRS) needs to be updated to accommodate legislative changes for:
- SHB 2362 Judicial Stabilization Trust Account (Effective 7/1/2009).
- ESB 5013 County Clerk Fees (Effective 7/26/2009).
- Bail/Bond Forfeiture (Effective 7/26/2009).

JRS Version 3.14 is now available for download. JRS must be updated prior to July 1, 2009. Multiple register courts need to plan ahead because the upgrade needs to be completed on ALL registers on the SAME day and AFTER a full End-of-Business Day processing. The changes for JRS Version 3.14 include:
- New JRS Transaction Codes were created to allow courts to receipt filing fees when the JST surcharge is waived by court order:
1151 Fee-Civil Filing, Not including the JST Surcharge
1152 Fee-Domestic Facilitator Filing, Not including the JST Surcharge
1153 Fee-Domestic Filing, Not including the JST Surcharge
1154 Fee-CLJ Appeal Filing, Not including the JST Surcharge
1155 Fee Appellate Filing, Not including the JST Surcharge
1156 Fee Counter, Cross, Third Party Claim Filing, Not including the JST Surcharge
1157 Fee-Unlawful Detainer Filing, Not including the JST Surcharge
1158 Fee-Unlawful Detainer Combined Filing, Not including the JST Surcharge
1159 Fee-Unlawful Detainer Counter, Cross, Third Party Filing, Not including the JST Surcharge
1160 Fee-Case Types 3 and 5 Facilitator Program Filing, Not including the JST Surcharge
1161 Fee Will Contested Filing, Not including the JST Surcharge
1162 Fee Probate/Guardianship/Creditor Claims, Filing Not including the JST Surcharge
The new Transaction Codes have been set up for document validation. Update the Tran Code Local table in JRS if your court does not want document validation for the new transaction codes. - The following JRS Transaction Codes currently exist, but now reflect the filing fee amount that includes the JST Surcharge:

1220 Fee-Will Contested Filing. - New JRS Transaction Code 1187 was added to allow courts to receipt the Judicial Stabilization Trust (JST) surcharge only (when payment of the other filing fee amounts has been waived by court order).
- JRS Transaction Code 1597 reflects change from maximum amount of $20 to $30.
- JRS Transaction Code 1509 reflects change from $3 to $5.
- New JRS Transaction Codes 2309-Bail Forfeiture with CVP Assessment and 2311-Bond Forfeiture with CVP Assessment have been added to allow courts to receipt in the first $500 of a bail or bond forfeiture. The balance of the bail or bond forfeiture is receipted into JRS using Tran Code 2310-Bail Forfeiture or Tran Code 2312-Bond Forfeiture. New Tran Codes 2309 and 2311 are effective on July 26, 2009.
