How will JABS display a DV flag for Odyssey Cases?
From March 9, 2016 to November 22, 2016 - JABS has been displaying data from Odyssey for all Odyssey courts. Odyssey does not have a "DV Flag" indicator for primary charges. A previous decision was made by the SC-CMS CUWG (Superior Court Case Management System Court User Workgroup) for conversion purposes, to recognize the existence of RCW 10.99.020 (domestic violence statute) as comparable to the JIS/SCOMIS DV flag when attached to a primary charge.
Some of Odyssey converted Adult Criminal and Juvenile Offender cases are incorrectly displaying the DV flag in JABS. This is due to business practices established prior to the SC-CMS project. Each individual court has their own business process for how the DV flag is being entered into the SCOMIS charge screen. Many courts are entering the DV flag only when there was a presence of the DV RCW 10.99.020 attached to the primary charge. Other courts are flagging the case DV whn a violation under RCW 26.50 is included as a charge. Some courts are entering the DV flag based on the words "domestic violence" from the prosecutor's charging document.
Odyssey conversion only picks up the DV RCW 10.99.020 cases where the DV flag is marked Y for Yes in SCOMIS. Any SCOMIS converted case that is missing and/or has a different statute other than 10.99.020 is being recognized through replication by Odyssey as a N for NO in the DV flag field.
Because JABS reads to Odyssey for Odyssey courts, JABS is displaying a N in the DV field when SCOMIS is displaying a Y in the DV field.
Examples:
When a SCOMIS converted case has a primary charge that includes the additional statute, RCW 10.99.020, replications set the DV field to Y on the SCOMIS charge screen. JABS then displays a Y.
A SCOMIS converted case may appear inaccurately as non-DV-related in Odyssey and as having an N in the DV field in JABS if the case has a primary charge of Y in the DV field on the SCOMIS charge screen but did not include RCW 10.99.020 as an additional statute:
All Odyssey courts have been notified by the SC-CMS project about the issue. SC-CMS is working with each individual Odyssey court on a resolution for all existing converted cases and a solution is in progress.
Effective November 22, 2016 after 5:00 p.m., JABS now accurately displays the DV indicated for all Odyssey cases.
Decisions may have been made or reports may have been run for the period of March 9, 2016 to November 22, 2016, therefore, discrepancies may have appeared on Individual Case History (ICH) and Defendant Case History (DCH).
